The XML Protocol working group discussed this issue today and closed the issue with the following resolution: (i) The current SOAP encoding schema is correct but the comments half way through could be misleading. (ii) The schema document will be re-arranged to group the commented element declarations at the end of the document and the comments will be reworded for clarity.
