Hello all, 8-) the WG has decided to simplify the SOAP Encoding section of Adjuncts by removing the distinction between locally and globally scoped identifiers, because the distinction is already present in the type of the identifiers - QName. The necessary action is to remove the distinction from section 3.1 and 3.1.3. Let me propose that we go exactly this path - just making a label a qname, and removing the appropriate part of section 3.1.3 which won't be needed then. I'd leave the appropriate changes to the editors.
