The XML Protocol Working Group has decided to use an algorightm based
on an SQL working draft, ISO/IEC 9075-14:200x(E) dated June 18th,
2001, to encode names in XML.

The adopted proposal is at [2].

The Working Group considers that this resolution closes issue 1. Let
us know if this is acceptable to you.
