If your WSDL processor receives a value for SOAPAction then the processor should resolve the SOAPAction value to the operation/binding/port/portType/message(s)/part(s), e.g., regardless of the actual value of SOAPAction the message intent and structure are known. Caveat...*all* SOAPActions cannot be equal, e.g., unresolvable. If you imported a WSDL, the SOAPAction value of "XXX" provides one of the mechanisms for resolution of the imported WSDL regardless of its actual value.
