Actually, you just need an agreement with whoever owns the URL your name is
based on that nobody else will try to use the same name. Posting something
at that location is a courtesy or a convenience or a way of reminding folks
that this name is in use... but the namespace spec doesn't promise that the
name is dereferencable.
