It has been commented by many members of the original group that other naming schemes than URI were considered, including something along the lines of the java system. URIs were chosen, we were told, so that anyone could easily generate a unique namespace name (that is, a name not used for any other namespace) even if they didn't have a registered domain name, so long as they had some connection to the internet and some URL that they `controlled' (and thus could use as a namespace name). Probably I should do a search of the xml-dev archives for postings that discuss this but I'm off line at present. David
