    I think quite a few people believe that a namespace name ought identify
at the very least the namespace it identifies!! Do you mean that there is no
consensus that something be *retrievable* when a namespace URI is resolved?
This is not mandated but I (also) consider it good practice to at least
provide a document describing the intended usage of the namespace at a
location retrievable by the namespace URI.
