Even if we bar relative URIs, and tried to bar file: protocol, we'd still have all kinds of fun. http://192.168.124.5/test/schema.xsd means one thing on my network, but means something very different (or nothing) on other networks. Private address spaces are deliberately context-dependent, something that a mostly-ignored RFC warned was dangerous long ago. Nonetheless, lots and lots and lots and lots of people use them, especially behind firewalls. How many warning labels do we have to put on these things?
