Re: PUBLIC/SYSTEM distinction (was Re: typo/bug in the namespace spec)

I'm also a little worried about another distinction, and not certain that
context will get us past it easily enough. (Especially as context appears
to be failing us on the PUBLIC/SYSTEM end.)

How do I reliably ask 'tell me about things with the namespace URI xyz:...'
as opposed to 'tell me about the URI xyz:...'?

It doesn't seem that difficult a distinction, but if the 'namespace is the
resource', I'm not sure that distinction retains enough meaning to be used
safely.

It almost feels like 'namespaceness' is an undefined property of any given
URI.
