If xml:base weren't itself so contentious, I might be willing to consider
this, but it's not clear to me that:

1) xml:base has a clear path moving forward through the standards process
2) xml:base should have power over vocabularies as well as content
3) xml:base will be widely implemented

In short, it just adds yet another interoperability issue to the problem list.
