> The URI spec specifies that a relative URI is relative to the URI > of the containing document. That's what it means. XML documents may spread over several entities with different base URI. XML base extends that concept further and means that the base URI may change within a single file. So the language in the RFC probably needs to be changed or creatively interpreted in any case. Given this I don't understand the objection to saying that the base URI for namespace declarations is some fixed base. This fixed base alternative might be much less disruptive than the forbid option. (I am still not sure about it, but I think that it could be seriously considered.) David
