Not really.  About all that's happened is that the "absolutize"
and "forbid" positions are beginning to merge, because the "absolutize"
folks are willing to put up with "forbid".

What's more, we now have a real-live XSL example, dated 1999, using
a relative URI.  As a dummy, yes, but it's a live document.
