_no_ namespace URI is useful for retrieving a schema. It is such a bad
idea the schema spec should be fixed not to suggest it.

If there is more than one schema fro the namespace it doesn't make
sense.

If there is only one then there is a temptation to do it but that's
just an accident waiting to happen. Someone _will_ define another
schema for the same namespace (probably the same person who did the
first one, its hard to get things right first time)
