> You could reasonably use the latter to key a directory lookup... and the former, for that matter. As long as you only have one person annoyingly calling their namespaces "foo" then you are fine. That is, all namespace names work in exactly the same way. The only problem is if some name isn't unique, but that can afflict some absolute URI as well as relative ones, and the problem only actually occurs if the name is actually used twice, not as soon as you get a relative URI name.
