Just another tough case for relative URI processing. If a namespace for a document is defined in a DTD rather than in a document, using attribute defaulting, how should relative URI references be absolutized? Using the DTD's base URL? Or the document's base URL? On my own biases about what DTDs do, I'd suggest that it should be absolutized relative to the DTDs base URL, but I can easily see the other possibility.
