Actually, you need a comma after the "data:" prefix, representing the
omitted media type "text/plain".  It is also possible to have
data URIs with different media types, like "data:text/html,<b>bold text</b>".

Just so: prefixing a string with "data:," makes a resource out of the
string.  BTW, currently Netscape and Mozilla understands this URI scheme,
but Internet Explorer and Lynx do not (though Lynx gives a warning).
