Section 3 of Namespace 1.1 states that the prefix xml is bound to the namespace name http://www.w3.org/XML/1998/namespace. Version 1.1 then goes on to state that it may or may not be declared. But, it does not state what the effect is of declaring it. Specifically, it does not say if the xml:lang declaration shall be consided imported into schemas, etc. I have heard both argued...xml:lang is automatic as well as it must be declared. If we are going to change the text to state the declaration of the namespace is optional, then we should state what the effect of the declaration is...is xml:lang in scope when the declaration is left off?
