If we do not hear from you within 10 days we will assume that you accept our response. Re: technical comment IRIs appearing as namespace names in XML 1.1 documents SHOULD already be normalized, though processors are not required to check, and in any case, normalization does not affect which strings are legal IRIs. But we will add a note about this.
