Response to comment on Namespaces in XML 1.1

on the CR draft of Namespaces in XML 1.1.  If you sent more than one

Re: technical comment

IRIs appearing as namespace names in XML 1.1 documents SHOULD already be
normalized, though processors are not required to check, and in any
case, normalization does not affect which strings are legal IRIs.  But we
will add a note about this.
