I agree with Aleksey that it is inconsistent, and my personal bias is 
always to be more explicit than not. However, Ed's points captures why I 
thought it was important to argue strongly for an explicit SignatureMethod, 
and less so for EncryptionMethod.

Regardless, it doesn't sound like there's consensus for a change.
