Question about E3

E3 for the second edition says:

   After the sentence reading "A URI might thus be relative to the
   document entity, to the entity containing the external DTD subset,
   or to some other external parameter entity.", which follows the
   definition of SystemLiteral, add the following:

Does this add a *paragraph*?  Or, does it append sentences to 
an existing paragraph?
