XML dump of XML 1.0 spec - missing lang on <scrap> from Brady Duga on 2002-02-25 (xml-editor@w3.org from January to March 2002)

All but one of the scrap tags in the current XML dump of the 1.0 
recommendation have a lang="ebnf". It is missing from the one with a 
title of "External Subset". Looks like the others to me (EBNF). Not sure 
if this was intentional or not, but it doesn't seem correct...
