E33 in the FIRST list of errata introduced
Except when "standalone='yes'"
in Section 5.1. Thus, it is clear that when "standalone='yes'" is not
specified, XML processors MUST NOT do something
However, it is still not clear what happens when "standalone='yes'" is
specified. MUST XML processors do it? Or, SHOULD XML processors
do it? Or, MAY XML processors do it?
