Where is the footnote-enhanced version of the W3C Recommendation ?

Dear Ladies and Gentlemen,

I've seen a W3C Specifikation 
W3C Recommendation 10-Feb-98 in html, which was enhanced
by red circled symbols which had very valuable hints from john bosak in
them.

Where can I find this version ?
