Chris Lilley pointed out a problem of XML 1.0. 4.3.3 of XML 1.0 says: > Parsed entities which are stored in an encoding other than UTF-8 > or UTF-16 must begin with a text declaration containing an encoding > declaration [...] This covers only the case that MIME headers are not available. It should be made clear, for example by adding "Unless accompanied by MIME headers".
