This is an interesting problem -- as with namespaces, we have no group chartered to do anything with the XML spec. Can the CG approve minor corrections? What about the plenary? It looks like there has to be a group with ownership of existing XML-related specs. Since Joel's Zebra WG is still nameless, perhaps they could consider calling themselves the "XML-Residual WG" (I've seriously recommended "XML-Syntax WG", since they're concerned almost entirely with syntactic issues, especially the subset).
