The XML specification does not say how duplicate definitions of a notation are to be treated: whether the first one wins or whether such a situation is illegal. It also does not say whether or not it is legal to declare the same name with different usages, e.g., as both an element and an entity, or as both a general entity and a parameter entity. I suppose one could assume that anything not explicitly prohibited is permitted, but this case really ought to be spelled out. Paul Abrahams abrahams@acm.org
