Just so that this doesn't fall between the cracks - the editor's revision of SOAP 1.2 contains the following proposed resolution for issue 110 [0] titled "Normative & Non-Normative sections in the spec". From [0] it seems that it was the editors who also opened this issue. The editors' revision of the SOAP 1.2 spec provides the following in order to distinguish between what is normative and what is not: 1) All examples are explicitly marked as examples 2) Sections that are non-normative are marked as such in the section heading 3) The sections "Notational Conventions" [1][2] contains the paragraph: With the exception of examples and sections explicitly marked as "Non-Normative", all parts of this specification are normative.
