At the recent face-to-face it came to light that more prose was needed around the id[1] and ref[2] attributes in the SOAP Encoding[3] section of Part 2[4] Specifically the uniqueness constraint needs to be made explicit. We cannot refer to XML Schema for this, because the uniqueness constraint is defined in XML Schema Part 1[5] as part of a validation episode and SOAP requires that no such episodes be mandated. I took an action item to send mail to open a new issue and also provide a proposed resolution.
