encodingStyle is a list of URIs in Envelope Schema

I just noticed that the SOAP Envelope XML Schema in the June 6, 2002
editor's draft has the encodingStyle attribute defined as a list of URIs.
As I understand it, the spec no longer allows this to be a list of URIs.
It simply says a single URI is allowed.  If so, then the schema is
currently inconsistent with the spec.
