Re: Draft of position on SOAP's use of XML Internal subset

Interesting suggestion, but I'm not sure it actually fits this particular 
note, the purpose of which is to report the reasons that led the protocols 
WG to the decision we made.  I don't recall anyone in the WG referencing 
the RFC, so historically I'm not sure it's the reason WE made the 
decision.  I certainly think it would be a sensible pointer to contribute 
to the Tag discussion (unless someone on the Protocols WG corrects me that 
we did use the IETF draft as motivation.)  Thanks in any case.

i think it would be worthwhile to reference the IETF RFC on "XML best
practices," particular around the "external entities make security
types nervous" part.
