WSDL question

Is this the right place to ask WSDL questions?

If not, where would I ask?

If so, can we have a section added to the WSDL specification to
specify the software behind the scenes, so we can deal with
partially compliant implementations? (I am looking at a library
that generates a WSDL that differs from the SOAP messages in
some critically important namespace details)
