I agree it's not broken. I think the point is that an XML 1.0 processor will not recognize the attrs. as IDs, unless an external DTD or schema is supplied (which can't be done in the message). That might surprise some folks, but it's not an error in the spec, I think. Thanks for the clarification. From my opnion, we should not use attributes.
