Sounds right to me. For the record, I am not pushing my proposal as necessarily the way we should go. It was meant to promote discussion and to flush out the issues relating to mustUnderstand and partial order, all of which I believe has happened. I also agree with your conclusion that the workgroup need not further pursue the question of "must happen".
