I want to explain (to avoid possible confusion about what is being proposed) that the Maintenance Agency is going to adopt a different definition of "implementor agreement" (or more accurately, is going to adopt *a* definition, as there really never has been a clear definition). The existing implementor agreements (at http://lcweb.loc.gov/z3950/agency/agree/agree.html) have been incorporated into the draft revision; they will be removed and a new numbering system started. An implementor agreement will no longer be something with vague status, roughly, that implementors have agreed to implement it. Rather it will be a specification, that a profile, another implementor agreement, RFC, etc., can point to. Thus a given IA might apply to one profile and not another. IAs will stilL undergo ZIG ratification, but zig approval of an IA won't mean that the ZIG agrees to implement it, but rather that it makes sense, is worthwhile to list as an IA, isn't frivilous, etc. (For example, there shouldn't be two different implementor agreements that say essentially the same thing but with different wording.)
