Near-final Text for Z39.50-2001 Ballot

Near-final text for the Z39.50-2001 ballot is now  available. See
http://www.loc.gov/z3950/agency/revision/revision.html

There are two parts, both word files, and both parts will also be
available in either pdf or html in a few day.

The changes suggested at the ZIG meeting have all been incorporated, I
think.  Several new appendices have been added.

There is no  ASN.1 in this draft version. I'll post a separate message
on that.
