It's not in XSL 1.1, but the XSL FO 2.0 WD [2] includes both "word-widows" [3] and "syllable-widows" [5] properties. It would be useful for the development of XSL FO 2.0 if you could review the WD and provide feedback [4] on how well the new properties fit your needs.
