It's always hard to know what background to assume of a reader; the specs are primarily written for implementors, although for my own part I would like to see a lot more consideration given to technical writers, bloggers, and people rolling out projects using the specifications. Most of the XSL-FO properties are of course shared with CSS, and often the XSL-FO specifications defer to CSS for the full formal definitions. Hence the table of properties in the back of the spec, of course...
