I have been unable to use relative table-cell or table-row heights within a page or embedded inside another table as well. Even if I set the height of the parent cells and tables explicitly the embedded cells just don't scale vertically to their parent containers. I did find documentation at the following URL http://www.w3.org/TR/REC-CSS2/tables.html#height-layout that leads me to believe that table-cell and table-row heights do not implement percentage. The sentences at the URL that lead me to this conclusion are "CSS2 does not define what percentage values of height refer to when specified for table rows and row groups." and "CSS2 does not define what percentage values of height refer to when specified for table cells."
