It seems that Arved Sandstrom had already answered my question in his
message "Re: headers with different content", Mach 1, 2001. (The solution
seems to be to connect fo:static-contents to the requested
fo:region-befores with explicitly given flow-names.)
Please ignore my previous message if you do not have anything to add to
this, and sorry for neglecting a more careful search before posting my
question.
