IURIs in XInclude

It worries me that as core a feature of XInclude as IURIs is based on an
expired Internet draft. I'm not sure what the current status of this
work is. A google search indicates that this may have changed its name
to IRI, though I'm not sure. Irregardless, there seems to be potential
for massive interoperability problems if any aspect of IURIs/IRIs
changes by the time that spec is finally released

I suggest that XInclude 1.0 use URIs exclusively. If that is deemed
unacceptale, then I think XInclude needs to wait for the actual IRI spec
to be finished before advancing. If that's not acceptable, then XInclude
itself needs to define its own rules for IRI processing more carefully
and formally than it does now, becuase there's no guarantee that the
eventual IRI rules will be cmpatible or even available.
