xsd built-in types only permit base-10 encoding

Dear W3C,

Built-in Xml Schema built-in types unsignedByte, unsignedLong, and  
unsignedInt are designed to permit only base-10 values.

I am requesting that these types be updated to permit for other  
bases, especially hexadecimal.
