A wording proposal intended to resolve this issue is now on the W3C
server (member-only link) at:

This is a revision of an earlier proposal discussed by the XML Schema WG
in October.
To respond (belatedly) to comment #5: yes, I think what you describe
is the way the identity and equality of dateTime values are intended
to be used. (Or at least: one of the ways.)
