[Bug 4033] "(constraining) facets" section missing for "date"

In both part 2 1.0 second edition and 1.1 last call draft, "date" doesn't have
a section for "(constraining) facets" (while all other primitive types do). 
Note that 1.0 first edition had such a section.  Seems that it got replaced by
"3.2.9.2 canonical representation" in 2E.
