This would help people (e.g. APIs) to indicate which version to use. Note this is different from introducing a new "namespace" (see bug 3047), which we agreed not to do. As an example, both JAXP and DOM use "http://www.w3.org/2001/XMLSchema" to identify XML Schema 1.0 (which happens to be the same as the namespace used by schema documents). It would be very helpful to those APIs if schema defines a new URI for 1.1, otherwise they would have to invent their own.
