This issue was originally reported by Ashok Malhotra.
We need a canonical form for the language datatype. Both upper and
lower case variants are permitted.

This requirement has been resolved by providing a health warning noting
that 'EN' and 'en' (for example) do not map to the same value, and that
application-level logic is required if they are to be treated as
the same for application purposes.
