This item was classified as requirement and discussed, and phase-1 agreement was reached, in the meeting of 2004-04-08 (http://lists.w3.org/Archives/Member/w3c-xml-schema-ig/2004Apr/0130.html). This requirement has been discharged by reducing the required precision for decimal to 16 digits, and by making the minimum implementation requirements more precise in various ways.
