Not my area of detailed expertise, but I think there are some minor but 
significant changes to URI syntax.  We should at least doublecheck before 
presuming there are none.   Detailed discussion should move the the 
schemas IG list, I think.

RFC 2396 (the URI spec) has now been obsolted by RFC 3896 [1,2].  Any 
chance of updating the references in xs:anyURI to 3896 before the next WD 
is published?  AFAIK, no changes in xs:anyURI are necessitated by the 
change.
