Hello There might be a typing error in the W3C Recommendation "XML Schema Part 2: Datatypes" located on http://www.w3.org/TR/xmlschema-2/: section 3.2.17 anyURI in the "NOTE" part: " Each URI scheme imposes specialized syntax rules for URIs in that scheme, including restrictions on the syntax of allowed frag_e_ment identifiers. Because it is impractical for processors to check that a value is a context-appropriate URI reference, this specification follows the lead of [RFC 2396] " (fragement instead of fragment). I'm not completely sure about that, because English is not my maternal language, so please don't be mad at me if it's correct =).
