Description:

   1. Make namespace restrictions/implications more consistently
      among the constructs

        <xs:import/>
        <xs:include/>
        <xs:redefine/>

   2. Do not import elements/types/etc in redefine which are not
      explicitly "redefined"

   3. Allow to import/include elements/typs/etc selectively using
      an optional xpointer-expression
