Fumble-finger.

The namespace URI is

         http://www.w3.org/2000/10/XMLSchema

The XML Schema document for that namespace URI is

         http://www.w3.org/2000/10/XMLSchema.xsd

So your schema document should start e.g.

<xs:schema xmlns:xs="http://www.w3.org/2000/10/XMLSchema"
 ...>
...
</xs:schema>
